Signed in the 19th century, this document shows a petition issued by the citizens of Beit Jala to the Administrative Governor of Jerusalem and Bethlehem, expressing their refusal of the Municipal Council to grant Ibrahim al-Qattan, the Secretary of the Council, permission to construct a building in an area that was assigned recently as a market to sell grains and crops and to be separate from the general market which solved the problem of chaos in the town. The petition was signed by over 20 people of the citizens of Beit Jala.
