"Analyses and Clarifications", an Article by Bassam ash-Shakʿa, 1960-1980
Handwritten by Bassam ash-Shakʿa, this seven-page article addresses a collection of topics: military orders, chambers of commerce, municipal councils, and the role of steering committees. The article tackles a number of actions which the Israeli occupation and military rule attempted to pass on to Palestinian municipalities. First, political actions included putting down fires in settlements, breaking off strikes, planting corruption seeds within families and implementing military orders in regard to Education and controlling curricula, especially geography and history. Second, social actions included establishing communities and clubs which require funding from the Israeli occupation. Third, agricultural actions attempted by the occupation include confiscating Palestinian agricultural lands and controlling the water resources and wells. Fourth, industrial actions referred to preventing the export of local Palestinian goods except for olive oil and soap and imposing taxes and customs frays. Fifth, the occupation fired members of the municipal councils such as Deir Dibwan and Beit Jala, Qalqilya and al-Bireh and influenced the actions of the councils in the 1976 elections in fighting self-rule and backing the dominance of the PLO.
