"Cancelling the National Covenant", a Letter from Bassam ash-Shakʿa to Khaled al-Fahum, 3 June 1999
Addressed by Bassam ash-Shakʿa to Khaled al-Fahum, this five-page letter discusses the Palestinian National Conference in Damascus, public meetings in Gaza and Ramallah, escalating popular movements, and forming a committee to follow up with the implementation of the resolutions of the National Conference. The Gaza meetings held on 10 and 14 December 1998 to cancel the national covenant and pass on the Oslo Accords and the Wye River Memorandum were considered poor representatives of the Palestinian people’s national will; rather, they conform to the U.S.-Zionist orders. Moreover, ash-Shakʿa mentions a collection of recommendations for the High Follow-Up Committee for Arab Citizens of Israel: correcting the political route, amending the relationship between opposing factions and powers, and creating a unified public struggle. Ash-Shakʿa also addresses the influence of cancelling the national covenant on the Palestinian cause and the nature of the future Palestinian state.
