Titled "The Role of the Secretary and the Secretariat of the Cell", this lecture is by Nimr Murqus, which aims at identifying the leading committee and its secretary with their leading, political and organizational role, starting with its constitutional definition as a basic organizational unit in the part, its tasks and organizing the works of the cell's secretariat, its goals which revolve around the understatement of issues discusses in the cell's meeting by the Secretary regarding any decisions they might make, programming the cell's activities, holding the members of the secretariat accountable when inadequacy has been noticed, organizing all routine works such as collecting subscriptions, financial campaigns, the newspaper's debts and so on, tasks related to coordinating the meetings of the cells such as choosing a time and place and informing members, and clarifying the work field of the cell such as a neighbourhood or a village allocated by the local committee.
