A hand-written letter on a Notebook by the secretary of the (Jawaleh) to the president and members of the scout council proposing a suggestion that has been agreed on between members of the (Jawaleh), as this suggestion indicates that members of the (Jawaleh) shall take shifts of attending the scout council's meetings, and therefore write a detailed report to the (Jawaleh). This letter features the rejection response of the scoutmaster Jamil Al-Mizraʿawi, as he stresses that the leader of the clan is the focal point with the scout council.
