Handwritten in Arabic, this proposal for a draft decree on reclaiming absentee property was issued by the League for the Protection and Assistance of Arab Refugees which includes Archbishop Georges Hakim, Victor Khayyat, Taher Qarman, and Gerges Khury. Addressed to the Knesset, the proposal is for adopting a decree entitled "Returning Plundered Arab Goods or Paying Reparations" to compensate Arabs for the plunder of property and land after November 29, 1947.
